Evan Kaufman – Executive Director

Evan Kaufman currently serves as the Executive Director of the Southeast Fairfax Development Corporation where he plans to bring his past skills and training to help create a stronger sense of place and identity to the Richmond Highway Corridor. Previously, he served as the Executive Director of the Hopewell Downtown Partnership, a Main Street community development organization in Hopewell, Virginia. In this role, Evan has facilitated the redevelopment and re-use of numerous historic properties, cultivated local entrepreneurs and new businesses, started unique festivals and farmer’s markets, and worked to bring back a sense of place for Hopewell residents. His work in historic preservation and economic development has earned him recognition from the Governor of Virginia and has helped spur a renaissance in the downtown Hopewell community. Evan earned a Bachelor’s in Political Science from Virginia Commonwealth University (VCU) and a Master’s in Diplomacy and Conflict Studies from the Interdisciplinary Center (IDC) in Herzliya, Israel.  He is certified by the National Development Council as a Real Estate Development Finance Professional and is a current candidate for the Main Street America Revitalization Professional certification.

Alexis DeFrancisco – Marketing and Communication Specialist 

Alexis DeFrancisco currently serves as the Marketing and Communications Specialist for the Southeast Fairfax Development Corporation. As the Marketing and Communications Specialist, Alexis is tasked with developing, planning, and implementing marketing initiatives to promote the Southeast Fairfax Development Corporation and the Richmond Highway Corridor. She brings a combination of marketing, social media, and economic development experience to this position. During her time as a student at Virginia Tech, she was a Social Media Intern for Virginia Tech’s Division of Information Technology. Additionally, she spent two summers working with Spotsylvania County Government’s Department of Economic Development and Tourism, as their Economic Development and Tourism Intern. Alexis graduated from Virginia Polytechnic Institute and State University in May 2019 with a Bachelor’s degree in Communication Studies and Cognate in Event Planning.

Agnès Artemel – Special Projects

Agnès Artemel, the president of Artemel and Associates since its founding in 1995, is returning to SFDC after previously filling multiple executive roles. She brings 30 years of experience in economic development, planning, public outreach, and revitalization, including as the founding Executive Director of the Eisenhower Partnership for the first five years of its existence. She is also a consultant for multiple public and private policymakers, developers, and community organizations, including the Alexandria Economic Development Partnership, Urban Land Institute, and as a member of the Alexandria Board of Zoning Appeals. In addition, she is a commercial real estate broker in Virginia. She holds a Masters in Urban and Regional Planning from George Washington University.
